On Sunday, the Forum for Development and Human Rights Dialog issued its report on “‘ḥisbah’...a restriction on freedom of thought and expression.” The report deals with the concept of ḥisbah (accountability); a type of voluntary duty based [in Islam] by which an “overseer” monitors other peoples’ affairs and the extent of their commitment to what’s commanded or forbidden by Allah. The concept has been used [previously] in various streams of political Islam. However, when the opportunities for political Islam were restricted in the wake of 2013, after the overthrown of the Muslim Brotherhood, some lawyers have taken up the baton in the interests of appearance, fame and sometimes for money.
