* Semi-governmental: The Egyptian president appoints the head of the Shura Council, who is also the de facto head of the Higher Press Council and is responsible for appointing the Chair and Board of Directors of many publishing houses in Egypt. Journals that fall under this category are what is known as semi-governmental and do receive partial funding from the government, as well.
