The Spanish Minister of Foreign Affairs, Miguel Moratinos, is among those who offered suggestions that address the phenomenon of terrorism in a practical manner away from the approach based on military power adopted by many others. Miguel Moratinos stressed the necessity of creating a strategic alliance between the West on one hand and the Arab and Islamic World on the other hand with the aim of fighting terrorism. Arabs and Muslims should work hard, in coordination with the Arab League and the Organization of Islamic Conference, in order to bring Moratinos's idea into light.
