The dean of the faculty of Law and Shari’a is of the opinion that the sheikhs give out fatwas because they have the required knowledge. However, giving fatwas is not limited to sheikhs. Others, who have sufficient knowledge about the Arabic language, Qur’anic sciences, and Mohammed’s tradition can give fatwas. The dean of the Faculty of Arabic Language believes that it is dangerous to let non-specialists give their opinion and interpret the Qur’an.
