A recent Constitutional declaration added new texts that cover the civility of the state and a democratic rule, in addition to giving the sovereignty of the state to the people regardless of their religion.

Some people believe that these texts will not be achieved because the same Constitutional declaration states that the Islamic Sharī'ah is the principal source of legislation.

In this regard, did the Constitution detract from the rights of Copts? Counselor Taha Sharīf, the former Deputy President of the Court of Cassation, said that in the Constitutional jurisprudence, the civil state does not allow its citizens to discriminate against others.
