Mohammed el-Shafei is the Education Officer at the UNHCR. He describes the great efforts Egyptian authorities are making to provide education to refugees. One needs to distinguish between refugees from countries to which the Four Freedoms Agreement applies; the right to property, the right to work, the right to movement and the right to education, and refugees from other countries. The Four Freedoms Agreement applies to Syrians, Sudanese, South Sudanese, and Yemenis. Mohammed el-Shafei is not so positive about the refugee community schools since many were set up as a business for the owners. The UNHCR is working on a solution for refugees from other countries.
