President Mubarak stated that he will not hesitate to further any changes that will strengthen the participation of civil society in developing the country. We should neither under-estimate this opportunity, nor should we look down cynically on ourselves, because we may think that we alone cannot achieve this change. "But there is a dreadful thought that has been haunting me, regardless how much I wanted to get rid of it. Do we really have the good will to make the change and allow for participation?"
