A number of human rights activists agreed that the unified law regulating the construction of houses of worship in Egypt would not end the recent sectarian strife over the issue.

Hāfiz Abū Si'dah, Chairman of the Egyptian Organization for Human Rights (EOHR), said the law would settle 70-80% of the reasons of these sectarian sentiments. "Much of the sectarian violence used to break out either because a house was converted into a church or because a church was re-built without a license."

Nijād al-Bura'ī, a human rights activist, said the law would solve much of the sectarian problems but would not end it once and for all because sectarian strife in Egypt is mainly a crisis of culture.

"Muslims have to get used to seeing Christians in top decent state posts while Christians must not take matters as sheer challenge," said Bura'ī.
