This report was commissioned by the German organization, Missio, in 2004. It was never published because we encountered difficulties in obtaining additional information on various legal issues and application of the law due to insufficient funding for quality legal experts. We have a strong network and have also used this in our efforts to gather additional data, but ultimately lacked the funding required for tasks that are both specialized and time intensive.

Despite these obstacles, this report provides valuable information about the status of Freedom of Religion before the January 25, 2011 Revolution. Major laws are presented as well as their application. We also described several major incidents in this report which were, to a large extent, related to problems with laws and legal regulations in areas such as church building and conversion as well as the application of existing laws.
